Why do you want to take it out? Is the piercing infected or do you want it to heal?
Because if you don't have a problem with it, 3 weeks is not nearly long enough for healing time. Healing takes a minimun of 6 months to a year and you should never take it out before 3 or so months unless you've developed infection(or just don't want it anymore) The only person that should do that is the piercer, when it comes time to exchange the extra-length healing-stud for a standard length stud.
However, if you really need to take it out permently, make sure that 1) you're actually turning it in the right direction. Don't laugh, it's easy to run it in the wrong and accidently tighten it. 2) make sure your fingers are dry---I know it's hard because let's face it--our mouths are full of saliva, lol.
My first stud, which was the extra-long "healing" post they put in after the piercing was incredibly tight. At first I turned it in the wrong direction and made things worse. That was THE cause. I finally got smart and struggled in the opposite direction. I actually stuck little wads of paper towel under my tongue to keep my stud and fingers absolutely dry. I finally got the little bastard unscrewed but it took almost 10 minutes!
If you can't unscrew it yourself, then call your piercer and have him/her do it for you. They shouldn't charge a thing for this. Good luck.

Lol I had so many arguments with teachers about that when I was in school!! My eyebrow was regularly ifnected and they thought I was making it up. Cunts.
Anyway, good luck taking out your tongue bar. It took me a eyar to manage to un screw my eyebrow lol. Rubber glvoes can help you get grip though aparently.
