It also depends of your host, if you are hosted on a Linux/Unix server, you won't be able to use ASP/.net.
However, Perl and PHP are available on all plateform. That's interesting to go with one of these two languages because you are sure to be able to use them if you swtich host.
And personnaly I would recommand PHP. It's easier to learn than Perl (in my opinion), and you can quiclky start doing nice things
